The emitter system must have it own "properties" options, which means it needs to be a separate conforming figure, or a separate dynamic prop, or maybe it could be uniquely named body parts of the suit figure.
In any case, it is critical that the emitter has the "visible in camera" box un-ticked.
Because only the effect of the emitter is seen (the illumination) but not the emitter itself, it's usually OK if it crumples in poses.
The material zone is important, and if the visible neon used an image map, then the emitter would need to be mapped to closely mimic those UVs. In this case, with the visible neon using a simple color, the emitter mapping isn't important - but the material is important; it must be hyper-ambient and match the color of the visible neon.
