I think that is a fair comment and some of that may well be due to the fact there was some disappointment in the figure when it was launched. I was certainly one of the people disappointed and while I downloaded the figure I quickly returned to V4. Lots of things have happened in two years, for a start Dawn is not only still around but, in my opinion, has moved on. During that time the has been the launch of Genesis 3 which, so far cannot be used fully in Poser and the earlier Genesis figures need DSON to work. Some have got it to work well others have not or have just not bothered.
Those that have Poser 2014 can use the the fitting room to convert V4 content with some success while others can convert using CrossDresser or Wardrobe Wizard. My limited use of CrossDresser suggests some content converts well while others not so well.
Hivewiire3D have a number of dynamic outfits for Dawn as do RDNA. What there is seems to be of a high quality such as the ranger outfit from Xurge3D. Of course none of this competes with V4 but then nothing else does either. You can look at it is two ways, there is little content after two years or, after two years the figure is still around and being supported. I personally think the Special Edition is a dream to use and the expressions are certainly a lot stronger than V4. Dawn SE may well help conjure up more support but making predictions of where anything is going in the 3D art world has become far more complex in the last few years.
I use Poser 13 on Windows 11 - For Scene set up I use a Geekcom A5 - Ryzen 9 5900HX, with 64 gig ram and 3 TB storage, mini PC with final rendering done on normal sized desktop using an AMD Ryzen Threadipper 1950X CPU, Corsair Hydro H100i CPU cooler, 3XS EVGA GTX 1080i SC with 11g Ram, 4 X 16gig Corsair DDR4 Ram and a Corsair RM 100 PSU . The desktop is in a remote location with rendering done via Queue Manager which gives me a clearer desktop and quieter computer room.
