What are you looking for? Conforming clothing? Dynamic clothing? Characters? Hair? Poses? Props?
What genre?
Without a better idea of what you are looking for, it's hard to tell you where to look.
One way to get an idea here is to launch the MP home page, go to list on the right and check V4. That will narrow things down a bit. If you want a genre, check it. Once you get things narrowed down, you can search the pages that appear.
Note: DAZ3D is having an 80% off sale of V4 and related figure products in honor of Smith Micro's new Poser release. Sounds like a good time to stock up...
Renderosity has a good catalog of older V4 products. Check out the "Vintage" Marketplace section. New products for V4 and family aren't as common as "Generation" figure items, but one or two will generally pop up every few days, either on Renderosity, DAZ or RDNA and other sites.
On V4 "not needing new content" - Actually, V4 could use some new content... We've got a new version of Poser out and there could be some nice features that new V4 products could use. The problem with "content" with V4 is that there are only about three-hundred and twenty different variations of "wearing almost nothing at all with as few polygons as it takes to create" products that the market will accept... Many of the top content-creators work at the crest of the wave, which is only sensible. But, that leaves the market trolling the depths, sometimes. It's going to take some imagination and skill to produce breakthrough products for V4 that are exciting and attract customers who have been using V4 for a long time or are already hooked on "Generation" characters.

This is true. The products I see being created for V4 these days are by vendors whose names I don't recognize plus a few diehards, like Maddelirium, bless her soul.
But seriously. What does V4 need? Swimwear and lingerie. No. Jeans, T-shirts, sweaters, jackets, jewelry. No. Modern dresses and skirts. No. Hair. No. Skins. No. Modern footwear. No. Skimpwear and bondage accessories. No. Poses. No. Fantasy outfits. No. Sci fi outfits. No.
What else is left? Top quality dynamic clothing? Some vendors continue to make it. Historically accurate clothing. The market has always been a little poor on the accuracy, and let's face it, history is not filled with nearly as many exciting stories about women as it is about men. But judging from the freebies that I have to rely on to do historical renders, there's still some room here. It is, however, I suspect a niche market more than anything.
Now, about those who are "hooked on 'Generation' characters..." Hell, I probably would never have even bothered with Genesis if the available M4 content had been sizable and varied enough.

There are a few "named" vendors out there that still create good stuffs for V4. (Names that people recognize) And, by and large, these older, more established, vendors create products that you can count on for quality. IMO, the most important thing for V4 content, aside from being innovative, is attention to quality. Movement morphs, correction morphs, including dynamic versions, body/skirt handles, detailed texture work, attention to detail regarding geometry and topology as well as good choices between copping out and "texturing in" details vs actually providing them through geometry.
A good, quality, product for V4 that shows these qualities can be competitive, considering that V4 is so ubiquitous in most people's collections. An innovative product that includes these and has eye-catching or unique properties can excel, simply because "everyone has V4 in their Poser runtime." :) Though, admittedly, the more people that move to DAZ/Generation figures, the more reticent they will be when deciding on purchasing items for legacy content.
M4 needs some attention, that's true. But, then again, guys aren't exactly predisposed towards flashy or interesting clothing. At least, most males, that is. For each, of course, there are alternative lifestyle collections available at non-standard sites. (Though, a terribly over-the-top "Pimp" outfit for M4 would be outrageously funny and, perhaps, pretty successful in certain markets. I'd love to see one, but I probably wouldn't buy it. Still... Big flashy pimp-hat, fur coat, stacks, maybe a tricked out Cadillac as a companion product? :) That collection might have its commercial uses, as well.)
What does V4 need? Hmmm... Well, she could use some good, realistic, custom morphs. I don't mean just a face morph or something that someone created with magnets and the morph-tool in Poser. I mean "good", quality, morphs, like in the old days, with GND and AS-Alice and the like. For one, she needs a "proportion change" that is more than just scale-spins in order to bring her into realistic proportions sans the "artistic heroic" style proportions that she has, right now. A companion set of magnets/scripts that will help make existing products compatible with the new body shape would be an excellent choice, almost a necessary one.
Completely new expression sets... Those are very, very, difficult to do. Most expression packs are dialspins unless they have custom face morphs that are out of bounds with some of those spins and need correction morphs or custom expression replacements. But, a nice collection of fully customized, new, morphs for expressions would be very nice. They would have to well-marketed, though, since they'd get lost in the collections of "I R DIALSPINED TEH SMILE X 9000!" sets... I have seen a few fully customized sets, but they were not well-marketed and, obviously due to the difficulty in making them, there were not a lot of them and many were "extreme" expressions that weren't exactly desirable.

What has happened to all of the Victoria 4 material? I know Genesis 3 is here but what about the many of us who do not have G3 and want to continue purchasing V4?
