Regarding my point (2) I've noticed that I can successfully remove the spurious 'Item Requirements' by going to my own freestuff page (where the pending item that I've just uploaded shows up) and editing it. So it looks like there's a mistake on the upload page which seems to think that they're mandatory.

The 3Dcheapskate* occasionally posts sensible stuff. Usually by accident.
And it usually uses Poser 11, with units set to inches. Except when it's using Poser 6 or PP2014, or when its units are set to PNU.
