okay drifterlee when you had the issue in 4.8 and went up to Window>Pane(Tabs)>Show Parameters I take it that did not work?. In 4.9 check to see if the "Parameters" is highlighted yellow as in my image here with the left arrow. I have this set to "City Limits" which is Window>Select Layout. Choose City Limits in the drop down to see if the parameters is where the arrow on right hand side in my image is. Just recall the name of your current layout so you can switch back if you prefer it.
