Particles are just a way to make smoke ,fire etc etc some really cool special effects.

For animations you would need a app like Blenders that has anime Particles or something like Adobe After Effects.

but for one frame stills you can just paint cool special effects.like Deviney over at daz does with he's brush sets ,or you could just paint them free hand.
