Speaking for myself, whenever I've said that, it was to establish one or both of two points:
No lighting trickery... as basic as it gets
That it is possible to light scene from the environment (a theme that constantly arises, hence the 'mantra' response).
Other than that, I agree there is nothing special about it. I find it quite limiting and rarely use it.
