I've had some luck moving individual vertices with the Morph Brush, using the Pull tool with a small brush size and Magnitude reduced almost to zero. Another approach might be to use weight-mapped magnets. Paint the weights to affect only the desired vertices, then move the magnets using the dials or numeric inputs. That should allow more control.
I actually came in here prepared to muse about that Seinfeld episode where Jerry angers his girlfriend after imagining her navel could talk. I always assumed the talking navel was a sanitized version of an original story premise involving talking genitals. So. I guess I said that, now. Umm.
Okay, third answer. Talking genitals say, "If I ran the zoo, underpants would be worn on the head!"
