It is possible to drag parts while holding down the shift key.

I've noticed that when doing this with the simulation running, that the simulation stops; I have to stop the simulation and then restart it for the simulation to continue.

Is the shift key meant to stop the simulation upon releasing it?

The shift deformation can be used after a dynamic simulation is finished or during a static simulation.

As long as you hold the shift it keeps doing the deformation simulation.

Yes, that I realise; it seems to stop the simulation (the release of the shift) when it is already running.
