Either:-

Parent it to the M4 left shoulder and check the "Inherit Bends" box.

Or:- You'll have to make it into a figure and conform it to M4. Suggest you use the Flight Suit CR2 as the donor rig.

Parenting it or conforming it to the clothing will not work.
