It's been a long time since I used P4/PPP. I don't recall if the taper and scale tools were a combined tool or if they were separate tools back then. I do know that P5 and up has the scale tool and taper tool as two separate tools in the tool pane. They allow you to either taper or scale a selected figure, body part or prop along the camera's X or Y axis. There should be no reason the tools don't work in 2012. One, do you have the correct tool selected in the tool pane? Two, do you have a selected figure, prop or body part? Three, are you certain you are tapering or scaling along either the X or Y axis of the camera you are using?
