I don't have this set, but I just checked the product page and it lists the following 2 items under Package Content:
That means you CAN load the whole city.
That said, how was the zip file set up? Where there more than one folder in the zip file within the Runtime folder? IOW, these seem to be a large set of props (.pp2 files), and therefore probably should be in the Runtime > Libraries > Props folder. The full preloaded scenes, however, may be .cr2 files, and should be in the Runtime > Libraries > Character folder.
If you can give us an idea of the folder setup in the zip file, we'll be able to better tell you exactly where the files should be installed within your Poser's runtime.
