I just got that one, too.
I don't understand how this isn't detected by software. (Note: I write software for a living. I know how to do this) An exact, word for word private message site mail sent to multiple users is ALWAYS SPAM. This is easy to detect and correct -- a programmer with reasonable skill should be able to do it in half an hour. Why has it not happened already?
The simple answer to your question is: It's not happening because no one told it to.
As with anything, it is not a matter of skill. It is a matter of time cost vs. necessity. Thank you for your suggestion. We will consider it among other user requests and necessary improvements.
I would like to remind you (as a professional would already know) that nothing is ever as simple as it appears from a quick flyby at 10,000 ft. While anyone could throw together something that "gets it done," a good, maintainable solution requires you to consider existing systems and ensure that it plays well with others. Please also consider the "edge case," like legitimate promotion and announcements. There are reasonable solutions for these concerns and others, but they must be decided upon before anything can be done in "half an hour."
