Thank you. Didn't really work, but at least I got a response from the boots.
The problem may be that I am working with a shorter character. It's V4, but in the Morph Forms I changed Legs Length to -.4 so it throws off the bones. I've tried selecting the hip bone and raising it to pull the whole structure up. This seems to work best, but the hip probably shouldn't be moved. I tried shortening the shin bone and then adjusting the foot bones, but that didn't work either. What is the correct way to rig for a shorter model?
There is usually 1 or 2 adjustments to make in the Joint Editor, usually to the bending of the toes. After that the boots move well.
