I Really don't want to upset anyone - but - unfortunately adjusting the joint parameters or trying to add the deformed section to the weight map won't work on this clothing item.
Poser can't access the rhand section of the dress, it's not assigned to a bone and poser doesn't know what to do with it, so poser has placed it in infinite space, which can't be accessed by the joint editor and it's weight painting tools.
Exporting as a cr2 from Daz also wouldn't work without correcting the face groups first. If you do use the cr2 export function in DS the rhand section won't be exported as it isn't assigned to a bone.
You could do as tonyvilters mentions and export the obj from daz studio and use it as dynamic cloth or follow the instructions for fixing the dress in Daz Studio I left above.
I'm actually surprised that Poser displays the spike - normally it removes items without bones - much like the effect seen when trying to use Genesis 3 in Poser
