The fellow who said that it's been answered "a bazillion times" is the likely the programmer who wrote the Library.

The exact error message would be helpful, but if the URL contains 127.0.01:11530 it is almost certainly a firewall issue. Are you running antivirus or other security software? If so, check its settings to ensure the Poser.exe is getting access to the Internet (note that 127.0.01 is the loopback IP address of your own machine, and so is not technically on the Internet, but it is accessed in the same way)...
