In the case of my Freestuff, it means just what Jules53757 said above. For clarification, any of my non-commercial Freestuff can't be used in images you sell, nor can they be used to advertise products, services, or endorsements. That also includes using them in a comic book, magazine or anything that requires payment and/or subscription.
Basically, any straightforward picture you make for fun is ok. Anything else is verboten.
I dunno about US law, but here in the UK, you don't have to record every example of what you can't do, just the limits of what you can. Kind of like when you buy something like a printer, for example; the box tells you what's inside but it doesn't list what isn't inside. So, they don't need to tell you "This box does not contain an elephant/circus tent/space rocket/cheese sandwich/Kim Kardashian's bottom..."
