Possible ... yes ... probable, maybe not. With Virtual World Dynamics, most likely. The biggest problem is the construction of the wig itself. Some lend themselves to the techniques others do not.

VWD hair tutorial shows how to have hair hang down ... I believe (I'm still learning this program; available here in the MP) that there is a wind effect that can do what you want. The only reason I am pushing this program is because this is the most likely way you will accomplish your goal. general dynamics with wigs can be problematic.

Maybe not what you wanted to hear, but the best solution to my knowledge.
