you might do it with a magnet, but that's questionable. If you use the cloth room, chances are all the strands of hair are separate. You can try constraining the edge closest the scalp on each strand to get them to stay. Depending on the hair, it might be doable. When I tried it, I ran the simulation first and let the hair fall off os I had access to all the strands. I can't say that any of my tests produced great results. If you have it, you might also try bullet physics, though the few times I've done it with hair, it's fallen apart, like with the cloth room. But I didn't consult the manual so I may have done something wrong.
