If it's a "helmet" hair model, no. If it has draped sheets, yes.
Make the vertices at the skull surface constrained, with all the rest dynamic. Turn the doll upside down. Run dynamic simulation. Save the scene (thus saving the dynamic simulation). You can now turn the doll back up.
As rokket suggested, if you specify the hair model, someone who recognizes it may be able to be more specific.
