It depends on how much time you want to spend versus a couple of quick methods that cost money though there is always painting hair with a 3rd party paint program. As far as my earlier suggestion, these hairs are similar to the look you are trying for... So what you could do is start off with a hair that's in one position, then render the next shot with the hair pointed up (as if she saw a ghost or something).
