To reload the default City limits layout, that it looks like you are using from your pics.

Just go to Windows-Workspace-Select Layout and then when the popup appears change layout to - City limits and that will put everything back to the default tab layout for City limits. Warning if you have customised anything on this UI it will be lost when resetting to defaults.
