First thing to check: go to the downloads folder which is in the poser 11 content folder in explorer and see if the files are anywhere in there. They should of course be in the runtime in downloads. Have you by chance deleted the default downloads folder from poser library and added your old downloads from p10 to the library?. The poser manual says you can't do this, but you can. However it causes a problem. If you install and click on ok to install to the downloads folder it downloads to the default folder which poser no longer displays in the library. You can get around this by using the drop down menu when installing and selecting downloads, which then puts the content into the downloads runtime which shows up in the library.

This is why I no longer use the downloads folder, so for Ace for Paul for example I have created a new library for all my Paul and Pauline stuff.
