I believe in the past that content was distributed as pz3 files before I started using poser, although I have seen some old freebies still doing it this way. Perhaps you could try adding the runtime to one of your other runtimes and then trying to open the pz3 file in poser to see if the information is there, ie it opens or poser asks for the location of some of the files in the runtime.
