It means the license for Game Dev will return an error message saying "This serial number has expired" when you attempt to launch it.

Unless you update using the system from Bondware tomorrow.

Yes it will update to 11.2 version.

So, does that mean I can use the Game Dev serial with 11.2, or does it mean that I need to buy an upgrade?
