Run the P11.2 installer, but when you get to the select components window, change the default (full installation) to Queue Manager only. You won't need a serial number for the Queue-only installations.

On a side note, for me personally, this is the optimal solution offering great control. Unified installer, no download manager, plus no need to bother with the qm license anymore? Well done.

The build number for Queue is different than P11.2 but they still work together.
