Looking at it, I don't see how a morph would do the trick because the V4 hair conforms so low on PE's head. If you get the beta mannequins at the other site that carries PE, it includes a hair mannequin. Now that everybody has the fitting and setup rooms, you can scale the hair mannequin and rig the V4 hair to PE. Then, copy the morphs from the V4 hair. That won't work for every style because the mannequin doesn't include, for example, bangs, but if the V4 hair you are converting is from DAZ, it almost certainly will have movement morphs for that style of hair that should transfer fine. No solution is likely to be perfect.
