PostgreSQL is the database used by the Content Management System - it has nothing to do with logging in, whatever you mean by that (you don't have to connect to Daz to use DS). I'm not sure what you are seeing with respect to locations, but if PostgreSQL is installed and not working and if you also can't connect from DS that sounds like an issue related to your security software.
