Thanks for the info. I just tried this and it renders just as slow when debug is checked in the control panel.

When I put your PC spec into an online bottleneck calculator it suggested the 1600x might struggle with a 2060Super but would be ok with a 2060 - I'm not sure how much to believe that but you could try enabling debug mode on the nvidia control panel which will turn off any overclocking. Someone on a Blender forum reported they tried this with an OC 1070 and it fixed their slow render problem.
