I have this exact issue. my runtime is in a public folder, firewall is open, I believe my registration is fine, as i filled in all the required things. exactly as screenshot by Patlane, i cannot download included content individually or all at once. have uninstalled and reinstalled poser twice.

Have you tried to install the runtime elsewhere? I mean: in a dedicated folder, possibly on another drive then C:?
