I am curious if all users need to have the same third party addons.

I agree with Lobo, although I'm not certain. I would imagine and guess that you don't need to have the same addons, but you may need to be using the same version of Blender. I don't think it can work predictably if one person is using 2.79 and another is using 2.93.
