If I understand correctly, a normal map would only encode a normal direction, not a displacement magnitude?
That's the idea for normal displacement without changing the actual geometry, yes. But at the end RGB colors are interpreted as XYZ coordinates.
I have no access to Poser at the moment. Otherwise I would try doing a standard morph, then add subdividing and push just one of the new vertices and look at the output data.
