For 2D work, I'd think it should be just fine. But since you posted on a Daz related forum, I'm curious of your intended workflow. I used to use After Effects over Photoshop as it had way more control for that sort of thing.

If you want to assemble scenes in 3D, 15 3D characters may be pushing things a bit, but that's the beauty of compositing.  You can assemble the shot, then render in layers. Render what the system can handle and build it up.
