You may find this is down to your anti virus program. There is another thread here at Renderosity that reports the F-Secure sees this as a file that could do damage to the computer and puts it in quarantine. All F-Secure users have had to allow this file to be added as F-Secure is seeing it as a false positive for a virus. You may not have F-Secure but it seems too much of a coincidence that the file you are having trouble with is the exact same file out of all the files in Poser 13.
You could try suspending your anti virus just while you install Poser 13 to see if that works but the anti virus may still cut in when re-activated.
The other possibility is that Windows User Account Control (UAC) is blocking the program as it tries to protect anything on the 'C' drive. This is why you sometimes have to run programs as an administrator which is something you might want to do with the installer. To do this just click on the Install Poser 13 icon and right click, select run as administrator from the list. If this fails the other option is get around UAC by installing Poser 13 on a different drive. I lot of users do this as a matter of course to avoid UAC problems.
I use Poser 13 on Windows 11 - For Scene set up I use a Geekcom A5 - Ryzen 9 5900HX, with 64 gig ram and 3 TB storage, mini PC with final rendering done on normal sized desktop using an AMD Ryzen Threadipper 1950X CPU, Corsair Hydro H100i CPU cooler, 3XS EVGA GTX 1080i SC with 11g Ram, 4 X 16gig Corsair DDR4 Ram and a Corsair RM 100 PSU . The desktop is in a remote location with rendering done via Queue Manager which gives me a clearer desktop and quieter computer room.
