This is what it looks like when I click the Morph button. Maybe it's the PE figure that's causing the problems?

The button is the Morphing Tool, you need to get the terminology right if you are going to file a bug report.  Which version of PE are you using?  There are 2 flavors of the figure, one for P10 and the other for P11.  I loaded her into P13 and activated the Morphing Tool and I see no deformity of the shoulders but the P11 figure does exhibit unnaturally rounded shoulders.  As Thalek posted, try different models for repeatable deformities.  The techs need to replicate the problem consistently for it to be classified an actual bug.
