The regional settings affect the decimal system used as you mention above. The tenths, hundreds etc come after a period in the US version but in most European countries we use a comma. I know because Bryce had a similar problem (so it must be a 3d thing) but all I had to do was change the decimal symbol in Control Panel/Regional Settings/Number Trying adjusting just that and see if it works.
