It is a prototype transporter.  That's why you never saw them in Star Trek, they were goop on another transporter pad right after that scene....... lol

LOL!  Hopefully, for the prototypes, they only used guinea pigs, sea slugs, and politicians for testing.  Crewmembers are EXPENSIVE!
