Not necessarily. To clarify, conforming clothing is rigged to a particular figure. For example, a V4 nurse's outfit will need to be rigged to the V4 figure for it to conform exactly to the body shape. The rigging is exclusive to the software it is intended for.
Now, if you use dynamic clothing, with a little work you can get it to fit different figures. But the method to fit clothing is quite different than conforming. Dynamic clothing requires animation to drape the clothing on the mesh frame. It is perhaps better than conforming because the clothing responds to movement and gravity but it does take time to find the right settings. Usually, a well-subdivided OBJ format works well with dynamic clothing.
What are your intentions for the clothing? Are you doing still image rendering or attempting animation? What figures are you considering using for your project? That's important because not all figures have an abundance of clothes items readily available.
