By chance did you upgrade from Win 10 to Win 11 on the system and not change drivers and software that controls gpu usage? That's a common issue with all the AMD gpus with Radeon gpu's in them when upgrading to Windows 11 from a Windows 10 install.
If you go to the task manager and the AMD gpu is not listed under performance at the bottom with the rtx card, you found your problem.... Even if it is listed, it could be using the wrong drivers.
