It depends if you mean celebrities should be paid for having their likenesses used. In most cases, modelers will vary the likeness so it does not exactly look like the celebrity themselves which won't violate copyright. If you are not making money off the sales of such art then you are not violating copyright. However, if the likenesses are exact, you are making money off such art, or depicting celebrity-based characters in a pornographic situation publically, you could be liable, sued, and have a cease-and-desist order against you. Every country has different laws regarding such matters, and if you upload such images or videos to social galleries, there are chances that those images or videos can be accessed on the internet through a search.Excuse me!
