V3 and V4 were done the loose file way so you didn't have to load the entire figure at once.

How soon people forget that a really expensive systems when V3 was released only had 8 gig of ram, at most.

The reason it was done that way, was so you could actually load the character.

Better chipsets didn't come out until well after V4 was designed.
