Try turning off texture filtering, or setting to Crisp, on the various maps. It's a setting in the various image map nodes that comprise the textures. Sometimes there isn't sufficient "padding" (a bleed margin basically) at the edges of the textures in the UV tiles. You see this, in particular, happening with certain older textures. The texture filtering acts as an anti-aliasing on the textures, an unpleasant side effect being that the edges of the textures become blurry and not precise to the UV borders. If there is no "overspray", as it were, of the texture (the padding), artifacts such as this occur.

Poser added the Crisp setting to accomodate this, however setting it to None is generally the most reliable option.

Just a note: As far as Scattergroup ID (a poorly implemented, unreliable fix IMO) the artifacts that are brought about by SSS, which those setting attempt to deal with, are an entirely different thing than what is shown here. Likewise setting the figure to unimesh. The artifacts that show up on traditional skinning are similar in appearance but actually quite different, being shown at the borders of body part groups rathef than at uv seams. Still, it's never a bad course to test setting to Unimesh as a quick way to determine if it's the culprit, which it doesn't appear to be here.
