The only thing that's bad by doing like shown above is that when you import the images into flash your flash movie gets sizes of around 200-500 kb.You can easely fix this by using bitmap in flash on the image.the size of your image(s) be mush smaller but also be of less quallity. The best way is simply to get propack , but it is possible whithout propack it only is much more work and it takes more time .
