This is what I had in mind : Use spotlights to emphasize some elements of the scene. You could create an axis between the plants on the right, the statue and the woman (see the mock-up).

Before doing this reduce the global exposure in the
atmosphere editor down to -0.2. You can also give
more depth to the "coming storms" by adjusting
the thickness near horizon of the clouds : raise it
up to 50 %.
