Michael 2 characters can be shared and sold the same way as Victoria 2 characters. With MOR files, not MAT files. MAT files only carry the material setting. MOR files carry the dial settings needed to create characters. You do need to do hand editing to achieve MOR files, but you need to do this with MAT files as well. And it's no more complicated.
