Of the Windows 9x versions, Windows ME is probably the most stable. Kernel32.dll is a dynamic link library file used by the 32-bit side of the Window ME operating system. Kernel32.dll is corrupted (it happens in windows 2000, too). Quick fix: and log on to Microsoft's Windows Update site. Click and the web site will "read" the ME installation to see which updates need to be applied. Download and install the latest/newest "critical update" package. Each "critical update" package has a copy of kernel32.dll. Else, you can the Windows ME CD for kernel32.dl_ and then run EXPAND to the file location on the CD, which will install a fresh copy on your hard drive.
