I was thinking something like this. If you did this with manually controlled bending I don't see why you couldn't bend it any which way. That is more like how a real skirt is (not that that means anything). It would be more likely to work if the front and back side pannels bend seperately. It would not conform I know but would it work as a poseable prop or a non conforming figure?
