It's an early prototype for a hair-generation tool; it wasn't ready for primetime when MetaCreations released Poser 4, but it ended up buried in the code as an easter egg. You can't do much with the hair tool by itself; you need MASA's FurFur utility (available here) to create actual model geometry with it. There's a tutorial on the website.
