I was thinking single figure, with the various props as actors. Then a POSpose would carry location info for every actor. Poser cannot know if a figure is supposed to be a human or a sidewalk with garbage cans and crates. A regular human figure can have external calls for groups, the male figures do. It could all be external calls - the CR2, and many different groups. But each group would be a unit, not a figure. Anything that you would want to move apart from the other parts, would need to be a group itself.
