Yes, this is true. Sometimes uninstalling shareware/freeware programs can take shared .dll's with them, ans Windows little warning message doesn't exactly state the potential harm very well. If you've recently uninstalled software right before this happened, you might consider reinstalling it. Can't hurt, and it's better than reformatting.
